MEMBERS DELEGATES
December 13, 2009 - MILAN
The Assembly national delegates of the members is to approve, as provided by art. 15 of the Statute, the Programme and the Guidelines for the three-year activities of the Association.
The approved plan is necessarily brief. The Assembly considers that the national governing bodies, and particularly the national presidency, should make efforts to define in detail the activities that should be deployed regularly over the next three years.
ACU and the constitutional rights
Considering the statutory mission of raising the ACU in the territory in order to promote critical consumerism, sustainable, ethical and inclusive in our country, the Assembly resolution on the need to enhance relations with workers' representatives, associations and committees of citizens committed to the protection of common goods starting from the water and air, health, quality and environmental security and in general committed to protecting the fundamental principles of the Italian Constitution to protect the rights of citizens who live, work and operate within the national territory.
The Assembly is committed to assess the possibility that during the three years will make a petition for the submission of a draft law of popular initiative for inclusion in the first paragraph of Art. 32 of the Constitution, law, consumer protection, as defined by UN resolutions.
PARTICIPATE IN THE ACTIVITIES 'OF CONSUMERS INTERNATIONAL. THE PROPOSED CONGRESS 2015 IN MILAN
The Assembly decides on the opportunity to support and continue to participate in the network of international relations of the Consumers International, which ACU is already a party since 1986, ensuring the presence of their representatives, as less to celebrate the most important initiatives at world level.
The Assembly endorses the proposal, which was presented to Consumers International, to celebrate the Congress World 2015 in Milan, at the Expo, whose theme is Feeding the Planet - Energy for Life , engaging all ACU structures to help achieve this goal in the best way possible.
BUILD A STABLE RELATIONSHIP WITH THE ITALIAN ASSOCIATION is a common policy to European institutions
The Assembly considers that major European relations started in the last five years in Alliance for Breast-all'ASECO Social and Ecological Consumer Organisations. However this area is not sufficient to address the relationships and the necessary commitments to the institutions European, let alone the next five years, during which representatives of consumers are called upon to intervene systematically with professionalism and timeliness.
The Assembly endorses the path, started from January 2009 to pursue a collaborative relationship with the BEUC - since November 2008 has elected Italian President - through the National Coordination between consumer organizations concerned to work towards a unified European Institutions . The Assembly is committed to promote, with concrete actions, the promotion of knowledge of EU institutions.
ECONOMIC CRISIS AND MEANS OF PROTECTION
Recital the persistence of severe structural and economic crisis that is downloaded more on 2 / 3 of the population, the Assembly considers that it should bind all its members and its governing bodies to support every opportunity and situation for the promotion of sustainable development, for exploitation of natural resources, human and cultural local and national, in defense of labor and income. Also acting on the need to promote, in collaboration with other organizations, associations and committees, new forms of protection, such as: groups to purchase products and services of recognized social value, Groups boycott of companies that practice dumping, committees to specifically for the promotion of Class Action.

CLASS ACTION SETTLEMENT AND JOINT
The Assembly considers that the Association should be engaging, with more energy and vigor, in the judicial protection of citizens' collective consumer-users, using all the tools available today and that the evolution of national and European regulations implemented in the future. Class Action on , introduced by Law n.99/2009 instrument case, although with many misgivings, the Assembly considers necessary that the association carries out all necessary actions for a considerable improvement in the regulatory text now in force and no currency should consider the initiation of certain actions and characterized by well-defined prerequisites that must be handled with the highest professionalism possible.
The Assembly supports the equal dignity and social value of the joint arbitration brought, already in Italy for twenty years by consumer associations, businesses, and condemns all attempts at parliamentary and governmental acts to cancel such experience, which should instead be valued and supported economically by using sanctions to companies posed by the Authority.
The ACU promotes and adheres to the protection of the associated actions for damages filed in the fields of water and energy.
SURVEYS AND POLLS ON CRITICAL CONSUMPTION
Considering that the current dominant model of production and consumption is based on the stimulation of needs, which are induced, caused also by an increasingly aggressive marketing by companies, so that condition determining the attitudes and lifestyles of consumers, the Assembly resolution on the need to carry out regular surveys on attitudes and consumer choice, finalizing the design of such research to be a charter of values \u200b\u200band quality of consumer both the knowledge of the critical behavior of consumers to the market. FORMATION OF CONSUMERS AND USERS
The Assembly identified the development of scientific consumerism, critical consumerism own associations, the ability to promote the University consumer, as required by statute, even in collaboration with other public and private, with the aim of promoting a school of thought alternative marketing dominant consumerist.
The Assembly supports the mandatory nature of the promotion of training in consumerism, already from an early age, going beyond the concepts of "consumer education", "nutrition education", "environmental education", "consumer oriented" and similar formulations over the model information only to propose a change of behavior and to emphasize a holistic approach based on the centrality of the person and his life in its relations with society, environment, labor, market, state, or structures public and private organizations. Consumerism organized the Third Millennium has to go beyond the conception of the axiom "informed consumer, consumers saved", to arrive at a new perspective: "consumer formats, consumer wherever organized."
The Assembly commits the ACU to affirm and promote, in every appropriate forum, that the right to information must always be accompanied by requirements of fairness and completeness to ensure transparency of the public of any commercial message, the subunit more if disguised as journalism "neutral." The absence of even one of these basic requirements to make that information part, and therefore of dubious quality in these cases, though, we would require an explicit citation of sources.
The Assembly considers that a mass movement of consumers and users should demand the development of scientific research on issues affecting consumers and find their own ways and means of expression in every place of work and consumption: the time social life and private life in modern society are dominated by the use of energy, mostly fossil, of tangible and intangible. Even the period devoted to sleep can not be considered foreign to the logic of consumption.
AND TAKE ACTION THROUGH THE NETWORK WITH NEW TECHNOLOGIES
The Assembly decides whether to implement the network, with the appropriate computer tools, not only through the facilities ACU, but also of all those citizens, partners and employees who show their willingness to participate in the activities of ' Association expressing views, opinions and actions that can be placed in various areas of intervention.
Each member of the National Presidency and participants in the governing bodies must have a Skype account to participate in remote meetings.
REWARD WITH TAX ' GENERAL CONDUCT AND CHOICES OF THE MARKET AND CONSUMPTION OF SUSTAINABLE ECO-
Considering that the ACU has, since its formation in 1984, characterized by its commitment to sustainable production and consumption, continues to state that contrary to military and civilian use of nuclear energy, and since today (see International Conference on Climate Change in Copenhagen) are no longer put off government measures in this direction.
The Assembly considers it essential to the use of fiscal incentives in promoting investment, production, consumption and lifestyles based upon the principles of environmental sustainability. In this context, the resolution and you Assembla load of the proposal to launch a National Campaign for the significant reduction of VAT on products from organic produce and fair trade for the goods and services produced / managed with 100% renewable energy, and the products obtained with the greatest possible amount of recycled materials using the best available technology.
National Assembly undertakes the Presidency to launch this campaign forward the request to act on the fiscal incentives or rewards for promoting the consumption made in catering (school canteens, hospital and community canteens) with organic products. Also all the individual behaviors and family (Eg use of public transport rail, bicycle use in place of the car, significant energy savings, etc..) Geared up a virtuous choice in terms of social and environmental health, they must find a just reward through effective system of tax deductions.
Finally, it should support any action to promote a general and equitable contribution and to prevent and contain the phenomenon of tax evasion.
HEALTH NOT 'AN OPTION OF OUR LIVES
The ACU has a holistic view of man and the planet in general. It is the bearer of the request to place, at every institutional level, the principle precautionary and claims that the same administrative and inspire action to control. Consequently rejects any attempt to place the GMO products in food and agricultural products.
In terms of prevention and health protection, the Assembly considers just the principle of freedom of treatment and therefore the possibility for citizens to use alternative medicine conventionally under the same conditions set by the NHS for drugs and therapies conventionally . The Assembly condemns consumerism and the fierce drug therapy practiced by Convectional medicine and health care facilities and hospitals.
All citizens must be equipped to take be free to choose in good conscience therapies to be adopted, even for those possible situations in which the patient arrives to lose their decision-making autonomy. The accompanying sweet death should become an international law which should be introduced in the International Bill of Human Rights.

The Assembly instructed the Presidency to activate all possible, consistent with the legal framework, to raise funds and grants to support activities ACU's Statute, including agreements with organizations, associations and public organizations.

The National Assembly Ordinary General Meeting of 13 December 2009, elected the new National President, the Board of Arbitration and the Auditors which, in turn, have complied with their statutory obligations.
